Digipoort is changing the endpoint for submitting the Delivery-PSP (CESOP) messages.

Dear Sir / Madam,
On October 1, 2025, a new endpoint will be implemented via Digipoort for submitting CESOP messages to the Netherlands Tax and Customs Administration (Delivery-PSP message type). This will also change the associated Digipoort PKIoverheid certificate.
See below if this change will affect you. If so, please ensure you take action in time so you can continue using Digipoort for Delivery-PSP (CESOP) messages.
Background
To mitigate the potential impact of very high volumes of CESOP submissions on Digipoort's performance, it has been decided to use a dedicated endpoint for submitting this specific message type. This ensures that potential CESOP disruptions will not affect submissions of other message flows to the Digipoort Production environment.
What is changing?
The current Digipoort endpoint oe.procesinfrastructuur.nl should no longer be used to deliver the Delivery-PSP (CESOP) messages via the FTP 1.6.1 interface.
To continue delivering this message type, you can use the new Digipoort endpoint
oe-cesop.procesinfrastructuur.nl starting October 1st, 2025.
Schedule
The CESOP reporting period for Q3-2025 and/or corrections to previously delivered messages can be delivered to the new endpoint starting October 1, 2025.
You are required to use the new endpoint starting January 1, 2026.
What actions do you need to take?
- Configure the new endpoint in your software and systems.
- Add the new endpoint, port numbers, and IP address to your whitelisting configuration1.
- Download the new Digipoort PKIo certificate oe-cesop.procesinfrastructuur.nl https://aansluiten.procesinfrastructuur.nl/site/documentatie/certificaten and include it in your truststore. If applicable, also include the parent hierarchy.

Helpful tips
- If you already have an FTP account that you only use to deliver CESOP messages, you can continue to use it for deliveries to the new CESOP endpoint (after implementing the above configurations).
- If you already have a "shared" FTP account that you use to deliver both CESOP and other OTP Tax messages, you must submit a change request to Logius using Wijzigingsformulier Digipoort
- After processing the change request, you will receive a new FTP account specifically for uploading CESOP messages through the new CESOP endpoint. Your old account will remain unchanged and you can continue using it to submit other OTP Tax messages to the old endpoint..
- If you do not yet have a CESOP FTP account, you can request one using the Aanvraagformulier Digipoort
- All configurations for the other FTP1.6.1 reports will remain unchanged!
