Updated VTS-Specifications for PSP_CESOP

Dear Sir/Madam,

Unfortunately, the Business Rules 40111, 40120, and 40130, added in Release Payment Service Providers (PSP_CESOP) v18, cannot be validated by the Validation Test Service (VTS). Therefore, these Business Rules have been added as restrictions to the VTS-specifications. The new VTS-specifications are included in the Release Payment Service Providers (PSP_CESOP) v19.
