Particulars

Note on the changes in version 2.5:
Extra information on verification of Dutch TIN

Paragraph 3.2.4 states that the identity of individuals with a Dutch Tax Identification Number (TIN) will be verified. This paragraph also states that the details received for the provided TIN will be compared to the details in the administration of The Netherlands Tax and Customs Administration.

The elements used to do the verification are the last name and birth date.

In paragraph 5.2.3 of data element TIN (DPI_OECD/DPIBody/ReportableSeller/Identity/IndividualSeller/Standard/IndSellerID/TIN) the following has been changed:

Description of RULE-40900:

[RULE-40900] The last name and birth date and address details of the Seller must correspond to the details for the provided TIN, as registered in the national administration of the Netherlands.

A ‘please note’ was added to Explanation:

Please note: A Dutch TIN (BSN) must be submitted as 8 or 9 digits, without formatting: for example: 123456789 and NOT 12345678.9 or 124.56.789

Note on the Dialogue for submitting DAC7-reports:

For DAC7 reports, the validation results are reported back via the Status Message.

Therefore, no status 500 (Validation at requesting party successful) or 510 (Validation at requesting party unsuccessful) will be registered in Digipoort.

So the last status to be reached for DAC7 reports is status 400 (Delivery to requesting party successful) or status 410/425 (Delivery to requesting party unsuccessful / Maximum number of delivery attempts reached).

Note on Retrieving Status messages

After a DAC7-report is received by the Netherlands Tax Administration the status 400 will be registered in Digipoort. After processing, a Status message is made available in Digipoort.

To retrieve the Status message, the attribute ‘kenmerk’ of the Status message must first be retrieved through the Message List (Berichtenlijst). This Message List is regenerated every night in Digipoort.

As a result, the attribute ‘kenmerk’ of the Status message can only be retrieved the day after the DAC7-report is submitted through Digipoort.

Keep in mind that the result of the delivery is also known the day after.

Note on Digipoort pre-production environment

The Digipoort pre-production environment is not intended for testing DAC7 deliveries by organizations other then the Netherlands Tax Administration. This environment is intended for testing by the Netherlands Tax Administration itself. Deliveries from other parties disrupt this testing process.
Moreover, the risk of a data leak is present.
